Context
Three of NER's most consequential founders together: Henry Morgenthau Sr. (the witness whose September 1915 telegram launched the committee), Samuel T. Dutton (the academic conscience — a Columbia Teachers College professor and peace activist who served on the executive committee until his death in 1919), and Cleveland H. Dodge (the financial guarantor — NER's treasurer, who personally covered the committee's office expenses so that all contributed funds went directly to relief, until his death in 1926).
Together, they represent the three pillars of the early citizen-philanthropy effort: diplomatic credibility, moral authority, and the financial structure that enabled every donated dollar to reach the field.
