Context

On August 6, 1919, President Wilson signed Public Law No. 25, incorporating Near East Relief as a body corporate of the District of Columbia. The charter named 49 incorporators, authorized NER to provide relief, repatriation, and rehabilitation to suffering people of the Near East, and required annual reports to Congress. Section 11 set a 25-year franchise expiring August 6, 1944. NER was only the second humanitarian organization chartered by Congress, after the American Red Cross.
