The published report of the Second Survey Committee (1925–1927), commissioned by NER to assess its future direction. The survey recommended economic rehabilitation over relief, demonstration over direct service, and working through local organizations rather than operating programs directly. The NER Board voted to incorporate the Near East Foundation based on this survey’s findings. This is the decisive document in the NER-to-NEF transition.
